For project finance investors such as equity sponsors, banks, multilaterals, and insurers, Hungary offers potential while also exhibiting a distinct pattern of policy unpredictability, including sector-specific levies, sudden or retroactive regulatory shifts, state involvement in key industries, and periodic friction with EU institutions regarding rule-of-law issues.
